Current Board of Management (2016-17)
President
Dr. Philip Kowalick
, a former senior executive officer with the Australian Federal Police, led the law enforcement contribution to the Counter Terrorism Control Centre and played a central role in the development of the Australian Criminal Intelligence Model & Strategy. An expert in law enforcement, intelligence and security and is highly skilled in organisational approaches, Phil also managed the AFP’s strategic and operational intelligence functions.
Phil has a PhD in Law from the University or New England. He is an Adjunct Professor in the School of Justice at the Queensland University of Technology also serving as a member of the School of Justice Advisory Board. Phil teaches in intelligence, law enforcement and national security at UNE and QUT and is regularly invited to speak at national and international conferences.
Vice President
Gillian (Gill) Wilson
is an Inspector in Victoria Police and has a broad career in law enforcement for over 30 years commencing in the UK. She has been working in the intelligence field within Victoria Police since 1993, and was involved in the development and implementation of the first intelligence model into the organisation. Since January 2013 Gill has returned to the intelligence field and works in the Intelligence and Covert Support Command for the Assistant Commissioner.
Gill joined AIPIO in 2001 and has been a speaker at the 2004 and 2006 conferences. She became a co-opted board member in 2007 as the regional representative for Victoria and then became Vice President Programs in 2008 and took on the role of regional representatives coordinator. She was part of the 2009 conference committee and was convenor of Intelligence 2010, 2011, 2012, 2014 and 2015. As Vice President Gill will continue her involvement with AIPIO events and will focus on the governance of the institute.
Secretary
Katrina Harrison
commenced working as an Intelligence Analyst in 2010. She has worked as an Analyst and Policy Adviser across several Victorian Government departments, with a focus on emergency management and law enforcement.
Katrina has a Masters in Policing, Intelligence and Counter Terrorism. She has been a member of AIPIO since 2014 and is passionate about promoting and improving professionalism within the Intelligence industry.
Treasurer
Zane Drage
is an international security intelligence professional working in the finance sector. He commenced in the field of Intelligence in 2005 with the Australian Defence Force, serving in both analysis and collection functions across several thematic and geographical focus areas.
He joined the corporate sector in 2015, applying intelligence skills in Protective Security roles. He currently holds the position of Protective Security Risk Manager for the Commonwealth Bank of Australia managing the security risk to staff and assets.
Zane completed his Masters in Business at the University of New South Wales in 2017.

Mark Kennedy
ark works for Consumer Affairs Victoria as a Manager Strategic Analysis and has previously worked at Corrections Victoria and for the Racing Integrity Commissioner as an Intelligence Analyst and as Manger Information and Intelligence respectively.
He has worked in strategic, operational and tactical roles and has produced strategic intelligence reports on radicalisation and worked closely with law enforcement and racing codes to enhance integrity in racing.
Prior to working in the intelligence industry Mark worked as an adviser to former Victorian Premiers and was Mayor of the Moonee Valley City Council.
Mark has a Masters in Policing Intelligence and Counter Terrorism and joined AIPIO as a member in 2016.

Samantha Rush
is currently an Executive Manager for a large Insurance company and for the last 8 years has focused on using business intelligence to achieve optimum financial and regulatory outcomes.
Samantha holds tertiary qualifications in international business, industrial relations, psychology (including hons), and an MBA.
Strategy & Planning
John Schmidt
is the founder of CANSYNTH, and practices and promotes the discipline of Synthesis in intelligence and other fields. He also consults and teaches on foresight, strategic intelligence, strategic planning, organizational development, risk analysis and management and counter-terrorist resourcing.
John “retired” in 2015 from FINTRAC (Canada’s financial intelligence unit (FIU)), where he had been since its beginning in 2000. During that time, he filled several roles, from Manager, Planning, to Team Leader, Strategic Research and Analysis.
Between 2006 and 2011, John was seconded to Canada’s Integrated Threat (now Terrorism) Assessment Centre (ITAC).
Prior to joining FINTRAC, John worked for the Alberta Attorney General’s Department, the University of Canberra, the Australian Attorney-General’s Department, and AUSTRAC (Australia’s FIU).
John has several publications in areas related to foresight, terrorist resourcing, strategic intelligence, and human brain function.
Strategy & Planning
Julian Claxton
is a strategic security, counterespionage and risk management professional with a keen interest in and strong ties to the counterintelligence community. He is a seasoned company director, board advisor and global traveller, who maintains clients in government (including law enforcement), family offices, leading corporations, investment firms, and more.
In addition to his appointment to the Board of AIPIO, he is a Board Advisor to a leading Sydney-based cyber-security firm. He is also a member of the Australian Institute of Company Directors, founder member of the Technical Surveillance Countermeasures Institute (London), general member of ASIS International and is actively involved with other organisations as a counterintelligence contributor.
Julian holds qualifications in security and risk management, technical surveillance countermeasures, deception detection, and investigations. He has been a member of AIPIO since 2004.

Craig Hollis
has had a career as Test/Business Analyst in the private sector and as an intelligence professional in the public sector. Dedicated to a career within intelligence and security, Craig is currently working with Victoria Police within the Intelligence & Covert Support Command having previously been an Intelligence Officer within the environmental sphere.
Craig holds a Master of Arts (Terrorism, Safety & Security) and has been an Associate Member, Member, Victorian Representative and now Secretary of AIPIO since 2010.

Jennifer Roberts
brings excellent experience to the Board with background experience in the fields of education and Police operations. Jen has served with the NT police for 13 years and with the Territory Intelligence Specialist Services Division for 8 years. Jen is currently enjoying the amalgamation of her professions as the NT Police intelligence training officer.
Jen has lived in the NT all her life and is the first Board Member of the Institute representing Northern Territorians. The North has become a place of distinct focus and importance for the nations security strategy and Jen is well placed to facilitate the potential role that AIPIO may have to play in supporting that strategy.

Kirsten Williams
commenced employment as a Policy Advisor with Department of Justice in 2002. Having always wanted to pursue a career in criminal intelligence, Kirsten joined Victoria Police in 2005 as a civilian intelligence practitioner and has performed analytical roles in a range of operational and strategic intelligence areas. In 2008, Kirsten assumed the role of Intelligence Manager and developed the inaugural Road Safety Intelligence Unit. In 2010, Kirsten developed and managed Victoria Police’s State Tasking and Coordination Model. More recently, Kirsten has been a Senior Specialist Analyst responsible for providing strategic advice on intelligence and state-wide assessments. In 2015, Kirsten was appointed the Executive Advisor to the Assistant Commissioner, Intelligence and Covert Support Command.
Kirsten holds undergraduate degrees in Psychology and Criminology, post graduate qualifications in Criminology (The University of Melbourne), Criminal Intelligence (Charles Sturt University) and Management (Victoria University).
Joining the Australian Institute of Professional Intelligence Officers (AIPIO) in 2004, Kirsten has undertaken various roles on the AIPIO board including State Representative, Regional Representatives Manager and Strategy and Planning Coordinator. Kirsten is passionate about professionalising intelligence and developing emerging leaders in all practices. This has led to Kirsten taking on her current role as Deputy Chair of the Alpine Valleys Community Leadership Program.

Dorothy Siedel
Hooke has been working in intelligence in law enforcement for the the past 5 years.
After completing a Bachelor of Arts (Criminal Justice) at the George Washington University, she spent 2 years teaching English as a Peace Corps volunteer in Kazakhstan. Dorothy then moved to Australia, where she completed her Master of Criminology at the University of Melbourne. She is currently completing a Master of Arts (Intelligence Analysis) at Charles Sturt University.
In her role on the AIPIO board, Dorothy looks forward to supporting the development of intelligence professionals.

Emily Coughlan
is a highly skilled facilitator, presenter, coach and researcher, with a breadth of international experience in communication, client liaison and relationship skills. Her extensive work overseas in governmental, corporate and think-tank settings in client-focused roles over 15 years has resulted in a comprehensive understanding of global affairs, strategic issues, security concerns, research and analysis. Emily completed her Master of International Relations after undertaking an internship at the East-West Centre in Washington D.C. and studying at Georgetown University and Macquarie University, and has since completed courses in Criminology, Forensics, and Policing, and a Certificate IV in Government (Investigation).

Elaine Ogden
is currently employed by the National Measurement Institute, a division of the Department of Industry Innovation and Science, as a Section Manager responsible for; Compliance & Enforcement, Program Governance & Projects, Trade Measurement Licensing, plus Stakeholder Relations. Her current work includes managing change projects and initiatives, financial management, risk management, governance and stakeholder engagement.
Previously Elaine worked with the Attorney General's Department in a number of roles progressing her experience through; IT project management and governance, stakeholder engagement, audit, policy, operational task force management (serious organised crime), business process and systems improvement, including working with academic and industry partners on capability development projects.
Prior to that Elaine worked with Australian Customs as an officer, trainer, Intelligence systems manager, international and domestic liaison manager and Investigator. Elaine is an advocate for professional development and for collaborative approaches being used to address the challenges faced by government agencies.
Her professional interests include coaching and professional development, promoting good governance and using professional expertise, tools and technology to enhance capabilities.

Amanda Scotney
works for the Australian Taxation Office as a Strategic Intelligence Analyst and is currently leading the Strategic Planning Portfolio. Amanda has worked in strategic, operational and tactical intelligence roles since 2000. She has hosted and supported inter-agency intelligence conferences to help build ties between regulatory agencies and the wider intelligence community. Amanda is also a writer and an independent film maker.

Becky Vogel
is a Lecturer in Intelligence and National Security at Macquarie University's Department of Security Studies and Criminology. Becky is conducting PhD research into the Cyber Insider Threat within the private sector. Other research interests include the challenge of maintaining HUMINT cover in the digital age and closing the cyber security skills gap.
Becky is a Board Member of the Australian Institute of Professional Intelligence Officers (AIPIO), a Board Member of Security Professionals Australasia (SPA), formerly the Managing Editor of the Journal of the Australian Institute of Professional Intelligence Officers, a member of the Institute for Regional Security and the International Association for Intelligence Education (IAFIE). She worked at Dun & Bradstreet as a Senior Business Analyst and Fraud Investigator, analysing High Risk businesses and as a Private Investigator examining criminal matters.
